2020 is the first year for us to present our annual report in English. The report reflects our main activities and provides an overview of our achievements in the year of Corona-crises. Under the influences of Corona we managed to be resilient, changed our daily routines and redesigned many projects. Read, how we managed to pull it off!

# New publication: Decentralisation and Local Public Administration Reform in Georgia, Moldova and Ukraine: Learning from the past – preparing for the future
New KDZ publication on decentralization in EaP-countries shows that the responsibilities of local governments have increased over the past three decades, but without financial compensation and with still inadequate financial autonomy. The Publication "Decentralisation and Local Public Administration Reform in Georgia, Moldova and Ukraine: Learning from the past – preparing for the future" and the status reports on the progress of decentralisation reform in Georgia, Moldova and Ukraine were conducted together with NALAS and the respective local government associations CALM, NALAG and AUC and with the support of CEMR and PLATFORMA.

# Online observatory: Better Data - Better Policies
The new NALAS online observatory “Better Data – Better Policies – Better Services” monitors decentralisation, local finances and local public services in South-East Europe thus providing for the first time access to timely, accurate, reliable and comparable indicators and information on SEE local governance for the first time. The observatory has been elaborated in cooperation with KDZ within the framework of the BACID programme, that is co-financed by the Austrian Development Cooperation and implemented by the Austrian Association of Cities and Towns together with KDZ.

# 2021 - The European Cities for Sustainable Public Finances (CSPF) continuing its “green” journey
After its 1st meeting last December, where the CSPF as the European reference group in local public finance management, discussed the SGD 13 (Climate Change) and SDG 11 (Sustainable Cities and Communities) from a financial lens, in their next meeting 27-28 May the focus will shift to SDG 7 (affordable and clean energy) in addition to post-Covid recovery strategies.
SDGs and LGs in practice mean:
- To get all personnel involved in the selection and setting to get the feeling of a certain obligation to work for
- To receive guidance where to allocate resources and subsequently improve results
- To introduce SDGs simulators for politicians to decide in which SDG to allocate money to
- To carry out in advance a Cost-Benefit-Analysis (CBA), since some SDGs actions (e.g. carbon accounting) may proof to be unsuccessful.
Green development in cities - in general - is not (only) influenced by financial incentives and we do not really know whether people have or will change their environmental footprints.

# KDZ is supporting ReSPA to establish Regional Quality Management Centre (RQMC)
Since 2015 ReSPA has been working in Quality management in the Western Balkans through building capacities in the implementation of TQM instruments, primarily CAF.
To create and strengthen the foundation of RQMC for CAF certification, ReSPA is organizing different training programmes like the CAF External Feedback Process (PEF) for CAF practitioners in the Western Balkans with support of KDZ.
After the first successful training program KDZ certified 27 practitioners from Bosnia Hercegovina, Croatia, Montenegro, North-Macedonia, Kosovo, Serbia and Slovenia as “External CAF Feedback Expert (EFAC)”.
